Portsmouth City Council has completed major safety improvements at the busy Elm Grove and Grove Road junction in Southsea, making the popular route safer for drivers, cyclists and pedestrians.
The authority has finished upgrading the junction between Elm Grove and Grove Road North and Grove Road South following a week of intensive construction work on the key east-west corridor.
The improvements were implemented after eleven people were injured at the junction during the past five years, with two serious incidents involving cyclists and pedestrians prompting action to enhance road safety.
The completed scheme features dedicated cycling lanes across three sections of the junction, protected from motor traffic by safety wands similar to those installed on Goldsmith Avenue. Advanced stop areas have been enlarged to boost safety and visibility for all road users.
Motorists now benefit from improved sightlines on Elm Grove east of Grove Road North, where the carriageway has been widened through the removal of four limited-waiting parking bays. Enhanced traffic signals have been installed to improve traffic flow whilst making crossings safer for pedestrians.
A purpose-built parking area for bicycles and motorcycles has been created to support local businesses in the vicinity.

Councillor Peter Candlish, Cabinet Member for Transport at Portsmouth City Council, commented: “It’s excellent to see these long-awaited improvements to the busy Elm Grove – Grove Road junction completed. We’ve listened to the community and delivered a well-balanced scheme that makes it safer to use whether you are driving, cycling or walking. This reflects the council’s commitment to safe travel however you choose to move around, and its positive support for active, sustainable modes of travel.”
The final design was developed through comprehensive public consultation, including a formal Traffic Regulation Order process, with input from local residents and businesses helping to shape the proposals.
