What the charge includes
The bill combines Portsmouth City Council's own charge with the amounts set by the Hampshire and Isle of Wight Police and Crime Commissioner and the Hampshire and Isle of Wight Fire and Rescue Authority. Bands are set by the Valuation Office Agency on what the property would have sold for on 1 April 1991, not its value today; you can check any address's band on the government's council tax band search.
Paying
Bills are issued in March and are payable by ten monthly instalments from April, or twelve on request. Direct debit is the council's preferred method and gives a choice of payment dates. Missing an instalment triggers a reminder; a second missed instalment can bring the whole year's balance due.
Discounts and reductions
A single adult household gets 25 per cent off. Full-time students, people with severe mental impairment and some carers are disregarded, which can mean a discount or full exemption. Households on a low income can claim Council Tax Support from the council, which can reduce the bill by up to 100 per cent for pensioners and by a set share for working-age claimants. Properties empty for two years or more are charged a premium, and from April 2025 so are furnished second homes. Disabled band reduction moves a property one band lower where it has been adapted.
Appealing your band
If you believe the band is wrong, ask the Valuation Office Agency for a review; you can challenge within six months of becoming the taxpayer, or at any time if there is evidence, such as similar neighbouring properties in a lower band. Keep paying while a challenge is considered.
