Portsmouth Local Plan consultation launched

A final technical Portsmouth Local Plan consultation has commenced on the Local Plan Addendum ahead of adopting Portsmouth’s new planning framework. The Portsmouth Local Plan consultation runs from 18 November 2025 through 8 January 2026, welcoming input from residents, businesses and interested organisations.

This represents the final public Portsmouth Local Plan consultation stage before submitting the document, including its Addendum, for independent scrutiny. The Local Plan Addendum features a revised draft policy concerning Tipner West which ensures nature conservation is protected through appropriate mitigation measures. Additional policies have been incorporated to reflect updated evidence and align with the Government’s latest planning requirements.

The Local Plan Addendum Portsmouth Local Plan consultation received approval from councillors on 11 November 2025.

Participants in the Portsmouth Local Plan consultation can access documentation and submit responses via questionnaires at portsmouth.gov.uk/localplan. Physical copies are accessible at Civic Offices reception and libraries across Southsea, Central, Cosham and Fratton. Planning officers will be available at a drop-in session on Tuesday 2 December between 2pm and 7pm at the Mountbatten Centre.

Councillor Hugh Mason, Cabinet Member for Planning Policy & City Development, commented: “This crucial Portsmouth Local Plan consultation enables residents, businesses and community groups to verify Portsmouth’s new Local Plan accurately captures our collective priorities whilst meeting national standards to establish a definitive development framework through 2040.”

Upon completing the Portsmouth Local Plan consultation, the Local Plan with its Addendum will proceed to Government for assessment by an appointed Planning Inspector through examination hearings. Following approval, it becomes Portsmouth’s authoritative planning document until 2040, guiding the Council’s planning application decisions.
