Hampshire safeguarding vulnerable residents praised

Hampshire County Council’s commitment to Hampshire’s vulnerable residents support continues to demonstrate excellence, with robust safeguarding measures protecting both children and adults at risk across the region.

Cabinet members will review two annual reports next week highlighting the council’s continued success in Hampshire’s vulnerable residents support. The reports showcase meaningful progress despite growing demand, with approximately 11,000 children’s cases open as of June 2025 and projections indicating over 12,000 adult safeguarding reports for 2025/26.

Councillor Nick Adams-King, Hampshire County Council Leader, commented: “Safeguarding vulnerable individuals remains our core priority. Whilst complexity increases, we continuously enhance our approach, emphasising early intervention and preventative measures. Through collaboration with families, communities, and safeguarding partners, we’re enabling thousands to achieve safer, improved lives.”

Children’s Services have prioritised early intervention throughout 2024/25, preventing issues from escalating. Notable achievements include:

  • 36 newly established Family Help teams delivering localised support throughout Hampshire
  • Community Hubs expansion providing accessible spaces for residents seeking advice and services, with operational centres at Gosport Discovery Centre and Farnborough Library

Results demonstrate significant impact, with child protection cases declining nearly 15 per cent since April 2024. Children in care numbers have decreased for the first time in five years. The council prioritises family unity where safe, recognising children flourish best within supportive family environments.

These achievements follow Hampshire Children’s Services receiving an ‘outstanding’ Ofsted rating in June last year—their second consecutive top-grade assessment since 2019.

Adult social care services maintain high-quality standards ensuring safety, meeting individual needs, and promoting independent living. Significant developments include:

  • Over 500 quality assurance inspections conducted across county care providers, ensuring excellent standards. Currently, 83 per cent of CQC regulated and inspected providers achieve Good or Outstanding ratings in Hampshire
  • Enhanced Support Project assisting individuals experiencing self-neglect, mental health challenges, and substance misuse
  • Specialist safeguarding positions and advanced training addressing modern slavery and other safeguarding concerns

Hampshire Safeguarding Adults Board has delivered 42 multi-agency training sessions for partners, with over 2,500 professionals and volunteers participating—strengthening local knowledge and enhancing Hampshire’s vulnerable residents support.
