Winchester issues dispersal powers for Halloween safety

Winchester police have introduced dispersal powers to maintain public safety during Halloween celebrations. The measure will remain active from 4pm on 31 October through to 7am on 1 November, encompassing a 500-metre radius from the city centre.​

The dispersal powers, granted under Section 34 of the Anti-social Behaviour, Crime and Policing Act, allow police to tackle anti-social conduct more effectively within the designated zone.​

Officers can instruct individuals to leave the area and prohibit their return during the specified timeframe. Failure to comply constitutes a criminal offence and may result in arrest.

Those under 16 years old will be escorted home, with subsequent engagement with their parents.

Police retain the authority to prolong the order’s duration and introduce additional zones if required.

Acting Chief Inspector Matt Kirby from Winchester Neighbourhood Policing Teams stated: “Our priority is ensuring everyone can celebrate Halloween safely, but anti-social conduct will not be accepted, and those responsible will face firm action.

“We hope these powers won’t be necessary, but we will intervene when anti-social behaviour occurs as we recognise how distressing this can be for victims.

“We encourage parents to discuss their children’s plans for the evening. Where are they going? Who will they be with? What time will they return home?

“Numerous events and activities are taking place across the city, with officers maintaining patrols today and throughout the weekend.”

Residents who witness or experience anti-social behaviour should continue reporting incidents to police, enabling targeted patrols and proactive measures.
