Gosport Borough Council has approved plans for a new house in Lee-on-the-Solent despite neighbour objections over loss of light and parking issues.
The regulatory board granted permission on 4 June for the development proposed by chartered surveyor Lee Sergeant from McAndrew Martin Limited.
The approved scheme involves constructing a two-storey, two-bedroom detached property within the existing garden of 19 Wootton Road, a semi-detached house with an extensive garden located close to the B3333 Portsmouth Road junction.
The development includes provision for two vehicle parking spaces at the front of the property, with an approved dropped kerb for access.
Speaking for the applicant, Karen Tipper explained that preparatory work on the application commenced in 2023, with “proactive” engagement with planning officials and input from two rounds of public consultation resulting in “extensive work being undertaken” to develop revised proposals. She noted that neighbouring properties had raised concerns regarding parking provision and separation distances from the new dwelling, with particular focus on 25 Wootton Road adjacent to the site.
The council’s planning officer report documented one objection letter during the initial consultation period, followed by two additional objection letters for the modified plans, citing concerns about light loss, drainage implications and a “terracing effect on the street”.
Conversely, four letters of support were received initially, with one additional supportive response after the second consultation highlighting that “the plot always intended” for additional housing.
The design and access documentation revealed the site possesses two separate title deeds, as the original development plan envisaged two semi-detached properties designated as numbers 21 and 23 Wootton Road, positioned between 19 and 25 Wootton Road. These houses were never constructed, with garages built instead, though the garage serving number 19 deteriorated and was subsequently demolished.
Board members concluded there was adequate space for the new dwelling and granted approval.
