Havant: Bungalow approved despite towering over fences

A new two-bedroom bungalow in Havant has received planning approval despite concerns it will tower above neighbours’ fences like Egypt’s pyramids. Havant Borough Council’s planning committee approved the self-build project at Portsdown Hill Road.

The planning committee has given approval for a fresh two-bedroom bungalow development at the rear of an existing property garden, despite visibility concerns from neighbouring residents.

Michael Brambles, the builder, owns the current dwelling at 10 Portsdown Hill Road and plans to construct the new property, known as The Dell, in his back garden. The existing house sits in a backland location, encircled by neighbouring gardens and reached via a private roadway off Portsdown Hill Road.

Planning officer Tina Pickup explained that the proposed bungalow would be positioned on a double backland plot, constructed at a lower level than surrounding properties at Pennant Hills. However, the roof peaks would still be visible above garden fencing, resembling “pyramid tops” when viewed from 19 Pennant Hills, with approximately “one metre” of roofing visible.

Local councillor Philippa Gray (Liberal Democrat, Bedhampton) noted the development would be situated at her garden’s boundary. Whilst not opposing the application from her “exemplary neighbour,” she acknowledged it had proved controversial within the community, though most issues had been addressed.

Concerning construction noise, Cllr Gray requested appropriate driveway materials to minimise disturbance and consideration for neighbours including elderly residents, families with young children, and home workers.

The original proposals attracted seven public responses – six objections and one supporting comment from eight addresses. Amended plans received five additional objections.

Mr Brambles stated he collaborated with planning officers on this revised application to identify the optimal garden location and layout for the house he intends to share with his wife upon completion.

He committed to maintaining good neighbour relations during construction, promising to “visit all doors to inform residents about deliveries and similar activities.”

Councillor Elaine Schimba (Conservative, Hart Plain) commented: “Regarding construction noise concerns, the applicant appears extremely considerate. There’s ample space for both the bungalow and garden areas.”

Despite sufficient space for the bungalow, which will feature a 30-foot rear garden, the primary focus was reducing the property’s visual impact on neighbours.

Planning officers confirmed back-to-back distances of 33 metres from Brooklands Road properties and over 70 metres from Woodville Road homes. The proposed garage sits 8 metres from 19 Pennant Hills’ rear boundary, with the bungalow positioned approximately 14.5 metres away.

Access to Mr Brambles’ property is via The Dell, though the official postal address remains 10 Portsdown Hill Road, despite the house being commonly known as The Dell, officials confirmed.
