Amanda Martin MP has welcomed the Labour Government’s announcement to completely overhaul council funding, promising much fairer allocation for coastal communities like Portsmouth after years of Conservative neglect and underfunding.
The Portsmouth South MP has praised Labour’s commitment to reforming the local government funding system, which aims to place councils on firmer financial ground whilst improving public services for residents nationwide as part of the Plan for Change.
Ms Martin highlighted how coastal constituencies were frequently disadvantaged under Conservative rule, with seaside towns less likely to secure vital funding for essential amenities such as local parks and libraries. Labour began addressing these inequalities earlier this year through the Recovery Grant, distributing £600 million to the most disadvantaged areas based on genuine need rather than political considerations.
The Government is now incorporating this needs-based approach into the core funding formula, updating a system that has remained unchanged for over a decade. The reformed framework will specifically acknowledge the unique costs associated with providing services in coastal towns and seafront communities.
Crucially, the new system will recognise seasonal pressures from tourism for the first time, factoring in the additional demands placed on public services by visitor influx in coastal economies.

Labour has also announced measures to create a fairer council tax system for residents. Currently, those experiencing financial hardship who miss council tax payments can face demands for immediate settlement of their entire annual bill, often resulting in bailiff action without payment plan options.
Under the new proposals, councils will be required to offer manageable payment plans and work constructively with residents struggling financially, with monthly payments becoming the standard approach.

I’m delighted that Labour is rectifying this situation by acknowledging our unique pressures and ensuring fair funding for our vital services.
